Boundary Solutions Inc. Supports Hud Exploratory Efforts To Support Local Officials With Long-Term Disaster Recovery

Mill Valley, CA — Congress appropriated Community Development Block Grants funds to assist states to develop and implement long-term recovery plans for communities ravaged by Hurricanes Katrina, Rita, and Wilma. HUD’s Office of Policy Development & Research (PD&R) is implementing an exploratory research project to determine the feasibility of spatially correlating, at the neighborhood, block, and individual parcel level, damage extent data with damage recovery data.

This work is leveraging the advanced address matching techniques offered by HUD’s Geocoding Service Center (GSC). Any data set that has address information can be geocoded to create new value-added information and enable users to combine their data with other data sets across program areas. To make all this happen, in June, 2006 HUD issued a RFQ to obtain “standardized parcel level geography and normalized core attributes linked to the parcel ID for several counties in AL, LA, FL, MS and TX that were affected by Hurricanes Katrina, Rita and Wilma. ”

Boundary Solutions, Inc. (www.boundarysolutions.com) and GIS Consultants were retained as the supplier to – - “complete and make publicly accessible a spatially enabled parcel data layer that can be used to support HUD’s long-term planning for hurricane affected areas in the Gulf region.”

Public Comment Period Opens for GISCI Core Competency-based Certification Model for GISPs

Park Ridge, IL – The GIS Certification Institute (GISCI) is considering a fundamental change to the way it certifies GIS professionals (GISPs). This change may lead to the development of a GISP examination down the road. Currently, GISCI is seeking public comment from the GIS community and GISPs on these proposed changes.

The GISP certification program was founded on the principle that real-world work experience combined with education and professional association activities can serve as a proxy for a comprehensive examination on the basics of geographic information science and technology (GIS&T). This was because, when the GISCI program was created, there was no established guide for the content of such a test.

GISCI has now had a couple of years of experience reviewing applications and compiling data on applicant qualifications. For most applicants, their education and work experience has conformed to the expected pattern and produced well-rounded career professionals who are competent in a broad area of GIS practice. However, identifying a wider and more defined range of expertise has been the goal of GISCI from the start.

In order to define the full breadth of expected knowledge for a certified GISP, GISCI proposes to consider the core competency areas listed in the recently completed “Geographic Information Science and Technology Body of Knowledge”, 2006, developed by the University Consortium for Geographic Information Science (UCGIS). The Body of Knowledge is structured around 10 knowledge areas embracing 114 competency units that should be covered by a comprehensive college education program for GIS&T. The Body of Knowledge identifies 24 of the competency units as representing the minimal content for any qualifying program. GISCI is considering modifying its standard GISP application to include a requirement for the applicant to certify he or she has the range of knowledge, skills, and abilities listed in those 24 core competency units through some combination of education and experience. Eventually, GISCI could develop a GISP certification examination based on these standards.

Before any of that occurs, GISCI is seeking comments from both the GIS community and current GISPs on the proposal. Comments from the GIS community are vital to putting the core competencies to a practical test. If the core competencies are not reflective of GIS professionals, a certification program or examination based on them would be prohibitive. If professionals want to make their opinions known, use our guestbook for public comment. Please pay close attention to the listed core competencies and leave comments on the new proposal. A “Frequently Asked Questions” document is available for further explanation. The public review period lasts from 3/22/07 – 4/30/07.

To view the Core Competency-based Certification Model visit:

http://www.gisci.org/Competency_Based_Model/core_competency_model.htm

There are 1,443 Certified GIS Professionals (GISPs) as of February 25, 2007. For more information regarding the GISCI certification program, please visit www.gisci.org or call (847) 824-7768.

Between 12 and 16 March 2007 at the Old Ship Hotel, Brighton, England, the British Geological Survey will host a kick-off event for perhaps the largest, most extensive and ambitious mapping project ever contemplated known as OneGeology. Supported by UNESCO and six other global umbrella bodies, OneGeology will create dynamic digital geological map data across the surface of the Earth.

Leading scientists from more than 55 countries around the world are involved, from as far apart as Australia and Brazil, Canada and Russia, Namibia and Japan. Over the next two years, geologists will agree and plan the details of a global project that will ultimately see each nation provide data on the worldwide web about the rocks from their territory

FOR IMMEDIATE RELEASE March 9, 2007

Worldwide, 09 March 2007: Exor Corporation today announced the 2007 Worldwide Conference on Infrastructure Asset Management, 20th & 21st June 2007, at the @Bristol Science and Learning Centre,

Bristol, United Kingdom.

The Gdansk administrative region of the Poland National Forestry Service recently added to its web site a public access web mapping solution developed from the TatukGIS Internet Server product. The web mapping solution is designed to help the general public better utilize Forest Service lands for recreational activities. A second incidence of this GIS server solution will soon be hosted by the Poznan administrative region of the Poland National Forestry Service covering the Forest Service administered lands in that district.

The Poland National Forest Service manages one of the largest commercial forestry operations in Europe, on approximately 10 million hectors of public lands representing nearly 20% of the land area of Poland. The Forest Service manages this land for forest cultivation, sustainable harvesting of forest products, general ecological practices, and controlled public recreation. Common recreational activities on Forest Service lands include hiking, bicycling, kayaking, mushroom picking, viewing natural monuments, etc.

This GIS web server application incorporates a number of interesting features which expose functionality from the TatukGIS Internet Server product.

* Mini-Map feature. Navigation is possible by clicking on the mini-map.
* Map scale and scale bar.
* Forced scale feature. The exact scale – such as 1:10,000 – of the map view can be specified by the on-line user.
* Map export. Any map view can be exported as a PDF file or a georeferenced TIFF image (GeoTIFF and TIFF with World File), at the same scale as the current map view.
* Local printing. Any map view can be printed at the same scale as the current map view.
* Drawing of custom routes on the map by the on-line user.
* GPX file export. Any points of interest, trails, or custom routes drawn on the map by the on-line user can be exported and downloaded as a GPX file for easy uploading to common GPS devices. The GPX file is automatically converted from the projected map presentation into the
WGS84 coordinate system used by most GPS devices.
* Distance and area measurements. On-line users can custom draw complex lines or polygons on the map to measure real distances or areas.
* Cartographic symbolgy to represent parcel boundaries, topography lines, trails, points of interest, natural monuments, etc.
* Search tool for tourist objects on the map based on type or name query.
* Queries based on entire map area or limited by current visible map extent.
* Presentation of places of interest as a table. Automatic highlighting of the object on the map when clicked on the table. Automatic zoom adjustment if the selected object is a point feature and the current scale is lower then 1:50,000.
* URL links from points of interest on the map to text and/or photo information about the place contained in a separate database.
* Three map window size possibilities, each one appropriate for one of the three most frequently used screen resolutions (800×600; 1024×768; 1280×1024).

Generally this solution uses SHP file map layers (200 MB in total), but SQL database map layers are used for the more interactive features, e.g., objects of interest, symbols, trails, routes drawn by the on-line user, etc. The direct link to this map server application running on the Forest Service (Gdansk Region) web site is:
