September 30, 2008, Wayland, Massachusetts. The Open Geospatial Consortium, Inc. (OGC) announced today that OGC members Blue Marble and 1Spatial have released the results of the OGC Spatial Data Quality Survey. The results are now available at http://portal.opengeospatial.org/files/?artifact_id=30415.
The OGC Technical Committee’s Spatial Data Quality Working Group, under the leadership of Blue Marble (www.bluemarblegeo.com) President Patrick Cunningham (Vice Chair), and Seb Lessware (Chair) of 1Spatial (www.1spatial.com), developed the survey and distributed it to thousands of geospatial data suppliers and users around the world. The goal of the survey was to provide user feedback to guide the OGC’s development of appropriate terms of quality measure and a robust spatial data quality model.
“We are particularly pleased to have been involved in this effort to gather feedback from members of the geospatial community,”
commented Patrick Cunningham. “With this data, we will be able to move forward with the Working Group’s directive of researching the best framework for spatial data quality standards.”
The mission of the Data Quality Working Group of the OGC Technical Committee is to provide a forum for describing an interoperable framework or model for OGC quality assurance measures and Web services. Standards developed on this framework will enable more effective and reliable evaluation, sharing and use of geospatial information; improve data analysis and ultimately influence policy decisions. In order to achieve the Working Group’s goal, it was necessary at the outset to poll organizations involved in the marketplace to ascertain what they mean when they use the term “spatial data quality.”

Maptitude P&E combines sophisticated GIS and mapping software, an easy-to-use interface, and a wide array of customized data to create a complete precinct and election management solution for county and state election offices. Election offices throughout the country from New York City to Orange County, CA, use it to enhance the election process.
Maptitude P&E contains a variety of tools for modifying precinct boundaries. As you select geographic areas, the software computes the number of registered voters being added to the precinct, along with any other attributes you have identified. You can automatically create a list of registered voters and the streets where the precinct has changed.
The Precinct Map tool makes it easy to view any precinct, query information about it, print a map, and print a legal description (metes and bounds report). Precinct-Voter reports can be designed to list the number and characteristics of voters per precinct, and the software can also create complete precinct map books using predefined templates.
Once you have defined your new precinct boundaries, Maptitude P&E can automatically update the street file required by your voter registration software. You can combine odd and even ranges, account for precinct splits, and print a sorted report.

The Zip+4 2008 from GeoLytics is invaluable for profiling customers and clients. This DVD provides latitude/longitude coordinates for each zip+4, and assigns 2000 census block, block group, tract, and county identification numbers and FIPS codes. The 2008 version even lets you import and geocode your own lists of zip+4s, as well as append demographic data right to the zip+4 records.
If you have a list of zip+4 records, you can run your file and append data in one quick and easy step. Zip+4 DVD also lets the user run a report that will download a given area of zip+4 records, such as all the zip+4s in a county or download all the zip+4 records for the nation in one single extraction ? just like previous versions of the product.
Zip+4 2008 will also append demographic
information automatically to the zip+4 records.
The standard version has more than 60+ geographic and demographic variables derived from Census 2000 Long Form from which the user can choose.
These data are at the block group level, therefore each zip+4 is assigned to a block group and then its data is appended to the zip+4.
In addition, GeoLytics has released the Zip+4 with 2008 Estimates and 2013 Projections.

Now that each local authority in England and Wales has completed the lengthy process of creating their Local Land and Property Gazetteers (LLPGs), more than ever they are now looking at ways to further the access to that data.
A simple way to facilitate this access is a web-based solution from gazetteer specialists Aligned Assets who have recently announced the latest release of their Symphony iSearchWeb product that creates an easy, yet highly efficient way of allowing authority-wide access to the LLPG.
Through the use of iSearchWeb, all departments can have access to the LLPG data via a web browser, with the ability to look up and copy addresses into any application.

The Caliper Table Chooser is recommended as an excellent product for heavy users of census data. It automates the most tedious tasks associated with using census files in a GIS, including extraction, table formatting, and joining table data to maps for subsequent GIS operations.*
The Table Chooser for ACS 2006 includes a selection of the 1323 Detailed Tables that are available from the 2006 version of the ACS. The selected tables are representative of the Caliper Transportation Profile for use by transportation planners. The 2006 version of the ACS is the first to enumerate the entire population because it now includes people living in group quarters.
Data are available for State, County, County Subdivision (MCD), Place, Alaska Native Regional Corporation (ANRC), Metropolitan Statistical Area (MSA) Principal City, New England City and Town Area (NECTA) Principal City, Congressional District (109th), 5% Public Use Microdata Area (PUMA), School District (Elementary), School District (Secondary), and School District (Unified).
Only areas with 65,000 or more population are tabulated by the ACS. All states, Congressional Districts, and PUMAs are above that threshold.

THE POTENTIAL OF E-PARTICIPATION AS PLANNING SUPPORT SYSTEM
ABSTRACT: The increasing complexity of spatial planning issues and pressure from citizens to take part in designing and deciding on spatial plans result in a need for improved methods to aid communication between governmental actors and citizens. These developments put high demands on participatory Planning Support Systems (PSS); instruments that can aid planners in doing their planning tasks. By using the accessibility of the internet, e-participation offers opportunities as a PSS. Although many advantages are attributed to participatory PSS, its use in the planning practice remains marginal until now. It is argued here that this is partly caused by the lack of empirical studies that demonstrate potential benefits and problems when applying PSS.
This paper provides guidelines for organizations that contemplate on using a participatory PSS. In order to do so, a framework is developed, identifying obstacles that could block effective participation in a PSS. Three planning processes are evaluated to investigate the importance of these obstacles. It is demonstrated that, although e-participation has potential as PSS, the lack of political will blocks effective participation and a more profound link between the citizen input and the decision-making is needed.

Vancouver, BC, September 15, 2008 Safe Software, the leaders in spatial ETL (extract, transform and load) today announced that their spatial data translation solution, FME, has been selected as a key component for the Geospatial Emergency Management Support System (GEMSS) being developed by the Texas Natural Resources Information System (TNRIS). FME will enable spatial data from disparate formats to be quickly loaded into the SQL Server 2008 database in which GEMSS spatial data is stored. Upon its completion, GEMSS will provide emergency responders with the information they need to make fast and appropriate decisions that can save lives, money, and property.
FME will play a critical role in the success of GEMSS, enabling the system’s SQL Server 2008 database to immediately accept up-to-date spatial data from local providers, regardless of its originating format. As emergency responders upload their latest spatial information to the GEMSS portal, FME technology will be working in the background to translate the uploaded data into the SQL Server 2008 database. Decision makers will then be able to dynamically view this critical spatial data, updated automatically in Microsoft Virtual Earth, by displaying and hiding the various layers of information they need for making timely, efficient decisions.
“The goal of GEMSS is to not only provide a spatial warehouse for post-emergency analysis and planning for future strategies, but also to help emergency responders manage current and future emergency events. GEMSS will enable emergency responders to review current data in a timely manner, providing them with the ability to make informed and therefore more accurate decisions to save property and lives,” says Chris Williams, Database Administrator at TNRIS. “To successfully accomplish this, GEMSS must be capable of consuming information in any spatial data format, immediately upon its availability. Upon the completion of GEMSS in December this year, TNRIS will leverage the project’s framework for two of its upcoming initiatives. First, TNRIS plans to unveil a general viewer that will showcase TNRIS Strategic Mapping (StratMap) base map data. Next, the GEMSS framework will be used in the development of the Texas Hydrologic Information System which, when complete, will be used to retrieve and display observation data associated with Texas hydrology. The GIS Certification Institute (GISCI) Board of Directors and Oversight Committee recently finalized the renewal requirements for GIS Professional Certification and have initiated the renewal process with the first cohort of GISPs, who earned their initial certification five years ago, in October 2003.
According to the GIS Code of Ethics, the GIS Professional has an obligation to not only be qualified for the tasks accepted, but also to keep current in the field through readings and professional development.

For some time the project gvSIG has a new website [1], complementing the original Website of the project [2].
This site aims to become the site of the Community gvSIG, being its meeting point and the place where gvSIG and Free Geomatic related knowledge could be shared. One of the main functions of this site is to have the maximum possible documentation, for both users and developers.
Having not only software but also documentation in multiple languages is a major objective of this portal. The gvSIG project provides the necessary infrastructure to produce and maintain the documentation published on this website in several languages.
The current documentation is fully available in Spanish and almost all the user documentation in English too. The developers documentation is being translated into English and the user one is being translated to German and Italian thanks to the efforts and participation of groups of friends of the gvSIG Community. It is important to have a maximum of documents translated into English because it is the fastest way to be translated into other languages.
If you want to collaborate and help to improve gvSIG project and it’s documentation, you can do it by becoming a member of one of the translating groups that are being created in various languages, both translating and reviewing the translations-finding possible errors in translation or even giving suggestions or improvements. To do this you should contact Mario Carrera (carrera_marrod@gva.es). You don’t need to be an expert in translation, just having a desire to collaborate with the gvSIG project
