1Spatial’s Chief Scientist interviewed in 200th VerySpatial podcast
Monday May 18th 2009
18th May 2009, Cambridge, UK. 1Spatial is delighted to be involved in a milestone achievement for www.VerySpatial.com – the 200th episode of their industry podcasts.
The VerySpatial podcasts are delivered weekly and are a great source of industry information on geospatial technologies. The podcast aims to educate and highlight topics that exist in our industry that we sometimes take for granted or just don’t know about.
This interview may fall into that category since 1Spatial has been working on object oriented software solutions for over 20 years.
In the podcast interview Dr Paul Watson, 1Spatial’s Chief Scientist describes how object orientation works. He explains concepts like encapsulation, inheritance and polymorphism and also covers object relational databases. Paul picks out Oracle as a great example of an object type system being used inside a database, where spatial objects are stored inside relational tables full of normal business data.
Jesse Rouse one of the three founders of VerySpatial said:
“We are very pleased to have reached our 200th episode and we feel that the interview with Paul captures one of those little discussed concepts in the industry whether you are in academia or industry. It’s a fantastic milestone for us and we feel the topic of discussion highlights our goal of outreach and education.”
Steven Ramage, Business Development Director at 1Spatial added:
“It is a great way to extend industry knowledge through these VerySpatial podcasts and we are pleased to be included in the 200th episode.
A useful example of the relevance of object orientation can be found in the burgeoning area of Spatial Data Infrastructures (SDI). With the European SDI, INSPIRE, our object-oriented model supports the rich data structures presented. This allows the real world to be effectively described and efficiently navigated through a data-centric approach. The object model is well suited to representing the complex structures of INSPIRE data themes helping stakeholders with their data management activities, such as encoding data from the INSPIRE object model into GML 3.2.1.”
1Spatial has some of the most powerful software available in the market today if you need performance and scalability. This object-oriented approach has been used with many customers worldwide, including No1. AIDU of the Royal Air Force in the UK, Ordnance Survey Great Britain and the UK Hydrographic Office for almost 20 years.

Scottish Government ePlanning National Launch
Tuesday May 05th 2009
On 29th April 2009 John Swinney, Cabinet Secretary for Finance and Sustainable Growth in the Scottish Government and a Member of the Scottish Parliament, officially launched the Scottish Government’s new ePlanning website at the Scottish Planning Summit in Edinburgh.
The new system called ePlanning will enable citizens and professionals to create planning applications, appeal against decisions and track the progress of proposals online.
Working with IDOX PLC, 1Spatial provided a fundamental part of ePlanning that involves the exploitation of interoperable spatial technologies for online tasks such as searching, viewing and creating detailed planning application maps. The ePlanning Scotland Website provides all users with the ability to view, access, purchase and use site plans drawn from a variety of national coverage datasets such as the Ordnance Survey’s MasterMap® product and Scotland’s national gazetteer.
“The initiative will cost more than £11m”, said Cabinet Secretary John Swinney. “But it will save planning authorities £16.7m over the next 10 years while saving developers and others a further £43.8m”, he added. He also commented that ePlanning will benefit planning authorities, local communities, planning applicants, and businesses. “It will produce significant cost savings for councils and applicants, including the development industry by producing a system that is easier to use and process”, he said.
Alan Douglas, Business Solutions Director from 1Spatial remarked, “The national portal represents a major step forward for planning in Scotland. It is a fine example of how national scale architectures can be spatially designed and deployed as part of mainstream business processes. The Scottish Government recognised the fundamental importance of integrated spatial capabilities from the very start of this project. It is because of their foresight they now have a nationally integrated system providing real benefits to all stakeholders”.

1Spatial keynotes GI2009:
Automated generalisation across Europe
20th April 2009, Cambridge, UK. 1Spatial is very pleased to announce their collaboration with IGN e.V. – the Symposium organisers, and highlight their involvement in this international symposium taking place in Dresden (Saxony / Germany)
1Spatial has been working on generalisation for over a decade since the European ESPRIT EC-funded project that delivered AGENT (Automated GEeneralisation – New Technology) software. With increasing demands for up-to-date and high quality data to be produced at many scales, the ability to include generalisation as a key tool in any regional or national mapping production suite is a big step forward. It can help with issues, such as multiple representation across scales and borders.
In Germany numerous state mapping agencies use 1Spatial’s Radius Clarity framework, which has delivered an automatic generalisation flowline to generate digital landscape models (DLM) at 1:50 ,000 map scale. This enables members of the AdV (Working committee of Federal States) to derive digital topographic maps (DTM) at their target scale. It has introduced time and cost savings and has enabled users to release more frequent updates of their products.
Luc Van Linden, Technical Business Development Manager from 1Spatial, will present an overview of this project with the AdV. He will also present other 1Spatial activities in the generalisation arena across Europe and outline the 1Spatial Generalisation Framework. This fits with the GI2009- Symposium-DRESDEN approach to:
Encourage data sharing and interoperability to develop regional awareness, improve business processes and drive industry collaboration
Stimulate and sustain creative, lifelong learning and innovative regional development
Discuss and debate the usefulness of geospatial and environmental applications
Provide a forum for knowledge exchange relating to innovation in cross-border spatial data infrastructure programmes in Europe
Dr. Frank Hoffmann, Chairman of IGN e.V. commented:
” We have been running these events for almost 10 years and it provides a forum for many organisations who simply cannot afford to attend the GSDI and INSPIRE Conferences. However, these organisations, especially from Czech Republic, have extensive experience and requirements around cross-border data sharing and INSPIRE oriented Meta Information Systems like GeoMIS “MICKA”, as well as geospatial infrastructure developments. We are very pleased that 1Spatial accepted our invitation to present on a very important industry topic.”
The GI 2009 -Symposium takes place in Dresden from 14th to 15th May 2009. For further information on this event please visit the 1Spatial website or the event website:

As a systems supplier to Ordnance Survey and a number of regional and national mapping and cadastre agencies (NMCAs) worldwide, 1Spatial is supporting this version of the Cambridge Conference.
Entitled ‘Mapping: our role in a turbulent world’, the conference will bring together the heads of mapping and cadastral organisations from all around the world, to discuss and agree on the actions that the geographic information (GI) community can undertake to alleviate the problems brought about by the economic issues we face.
In addition to supporting the conference 1Spatial would like to extend an invitation to all delegates to attend a workshop session that will be held on the morning of Thursday July 16th at the conference hotel in Winchester. The workshop will address the topic of ‘Generalisation – the move from research to reality.’
1Spatial has been working on generalisation for over decade since the ESPRIT EC-funded project. At a time when there are increasing demands for the most current and high quality data to be produced at many scales, the ability to include generalisation as a key tool in the NMCA production suite is a big step forward. The workshop will involve contributions from customers who have worked with 1Spatial on generalisation projects and it will also address the business benefits of a generalisation approach in today’s market. The presentations will outline the Generalisation Framework.
Dr Vanessa Lawrence, Director General of Ordnance Survey Great Britain said “The conference will be a three-day mixture of plenary, workshop sessions and visits with the focus being on action, accountability and active participation. A welcome and vital contribution to the conference will be the presence of exhibitors and sponsors, such as 1Spatial. Sponsors help pay for supported delegates to attend from all over the world and I am delighted that 1Spatial will be one of the key sponsors at CC The Exchange.”
Dr Michael Sanderson, Chief Executive Officer of 1Spatial added:
”I am delighted that we can extend our role in CC The Exchange at this time. The company has a long relationship with Ordnance Survey and I am keen to support Vanessa Lawrence in keeping the spirit of the conference vibrant at such a difficult time for most nation state economies.”

1Spatial appointed by Autodesk to launch Topobase for UK and Ireland Utilities
Monday March 16th 2009
16th March 2009, Cambridge, UK. 1Spatial has announced that it is extending its already successful partner relationship with software giant, Autodesk, to become the first value-added reseller in the UK and Ireland of Autodesk’s infrastructure asset management tool, Topobase. This infrastructure design and management solution has already been installed at around 500 sites worldwide and, because of its proven success and impressive ROI record, interest from the UK and Ireland Utility Sector is expected to be strong.
Built on AutoCAD Map3D, Autodesk MapGuide, and sitting on an Oracle Spatial database, Topobase software integrates infrastructure design and management, providing easy access to accurate design, GIS, and asset information across an entire organisation. This addresses the current need for utilities to centralise and integrate data, providing a totally updated and reliable single source of information bringing together design engineers, GIS practitioners, and asset managers. This builds intelligence into the design process and leverages that same data across the entire asset lifecycle which ultimately leads to more efficient reporting, better-informed decision-making, faster response times and improved customer service.
Graham Stickler, Business Development Director at 1Spatial explains that 1Spatial has recently been working with Autodesk in Australia on moving a customer from a legacy system to Topobase. “As a result, both Autodesk and 1Spatial realised there would be a tremendous strength in joining forces, enabling 1Spatial to help implement Topobase in the most cost-effective manner possible across the UK and Ireland Utility sector.”
He also points out the timeliness of this move: “Utilities are currently under pressure from all angles; from government, regulatory authorities and from customers themselves, to streamline processes and become more efficient. More flexible and agile business systems are obvious goals at such a time, and the integration of CAD and GIS into the key business processes can provide real and immediate benefit. With an impressive and already proven ROI, we believe it is, therefore, a very appropriate time to launch Topobase into the UK and Ireland market.
“1Spatial’s main focus as a business is on the integration and quality control of geospatial data and we have extensive Oracle and Autodesk expertise. We therefore see the Topobase software as a relevant extension to our portfolio and an excellent tool to help customers in the Utility sector address the difficult challenges they currently face. In addition we have already proven that through our expertise with geospatial data migration, transformation, and integration, 1Spatial can help reduce the risk and save cost in the implementation of such systems.”
Tracey Stone, Sales Manager Autodesk Infrastructure Modelling, Northern Europe says she believes 1Spatial can add even further value to Topobase, because of its extensive expertise in the geospatial sector, in particular working with its existing customers in the utilities sector. “1Spatial already has years of experience in integrating CAD and GIS and working with AutoCAD Map 3D and MapGuide, helping customers reduce costs and increase efficiencies.
“This new move further strengthens our partnership with 1Spatial and reflects Autodesk’s policy of extending the specialist knowledge and value-added services available to customers in this area.”

1Spatial and VISTA’s drive towards saving streetworks reductions
Wednesday February 11th 2009
11th February 2009, Cambridge, UK. 1Spatial has supported the VISTA[1] project since 2007. VISTA is being run under the auspices of UK Water Industry Research (UKWIR) and is funded by the Department of Trade and Industry. The project involves both Leeds and Nottingham Universities and a wide pantheon of industrial partners seeking to reduce the impacts of streetworks on congestion.
The School of Computing at Leeds University is carrying out work to create a global schema solution to solve the problem of interoperability. The project is at the stage where pilots are being conducted in Scotland and the East Midlands in the United Kingdom. In parallel with a yearlong dissemination[2] initiative that is underway. This is being funded through the Technology Strategy Board[3].
By creating more readily accessible and understandable information, the VISTA project aims to make this possible and:
· Reduce the numbers of excavations
· Ensure excavations occur in the right place, first time
· Reduce traffic congestion and associated costs
· Avoid unexpected pipes and cables being damaged, and thereby potential injury or fatalities to workers
· Avoid loss of service to business and domestic customers.
1Spatial has acted as a technology partner supporting the development of a global data model for utility asset data exchange. In order to populate the global schema with data, the relationship between fields in the source table and fields in the global schema have been defined. On-the-fly data validation during the transformation process is required to ensure data quality as data fields are sparsely or imperfectly populated. The mappings, transformations and validation components represent metadata that allow bespoke utility data models to interoperate at a schematic level via a mediating global schema. These concepts are expressed as rules, which represent a knowledge base for describing and exchanging utility data. The rules are expressed in a form independent of any data store, which means that rules can be easily re-used with different schema and data sources.
Dr Anthony Beck, the researcher on data modelling in the project commented:
” The VISTA team at the School of Computing at the University of Leeds initially employed 1Spatial’s Radius Studio to generate and maintain the metadata for mapping and transforming utility data to an agreed schema, resolving the differences between the different utility models. Radius Studio also allows the VISTA team to address data quality issues by creating a number of data validation rules. The ability to share this metadata through the Radius Studio secure web interface will allow the VISTA team to rapidly validate and enrich the schema in collaboration with the project’s industrial partners. This has enabled rapid deployment of location information during the pilots.”
Dr Mike Sanderson, 1Spatial’s CEO said:
” Supporting VISTA has been extremely valuable for 1Spatial. VISTA is identifying the issues associated with data sharing and reuse – something that we have been able to translate into real world benefits with some of the VISTA partners. At Thames Water for example, Radius Studio has been used to create the Oracle Database10g GIS Foundation repository by migrating data from 9 different legacy geospatial applications. We are also deploying the same technology at Ordnance Survey Great Britain as part of the Phoenix project to validate data generation in complex lifecycle scenarios. VISTA will almost certainly reveal opportunities to simplify the geospatial data supply chain. We look forward to engaging with the Utility Industry and other stakeholders to exploit this work, as they strive to share and reuse data in response to industry initiatives, such as the Traffic Management Act in the UK. ”

1Spatial awarded ISO9001: 2008 accreditation
Tuesday February 03rd 2009
Cambridge UK, 3rd February 2009 – Following an ongoing programme of quality management and 4 days of intensive auditing 1Spatial has successfully upgraded its ISO9001 accreditation to comply with the 2008 specification and TickIT version 5.5.
1Spatial has been ISO9001 accredited since 1994. The company achieved accreditation against the 2000 standard in January 2001. More recent developments in the company that fall within the scope of the registration include the use of Agile software development techniques in conjunction with the Rational Unified Process. These processes are incorporated within the company’s Project Management Office (PMO) controls. The PMO function has recently been strengthened as a result of the company’s involvement in large projects for the Scottish Government and the extensive Phoenix project for Ordnance Survey Great Britain.
Jo Shannon, 1Spatial’s Phoenix Project Manager said:
“ The ISO process is very important to the company. Our ongoing improvement and continuous registration is something that I am particularly proud of. Our processes have been subject to assessment by our customers and we are happy to show any of our customers or potential customers the methods we deploy to deliver to their requirements. We have benefited greatly from the interaction with our partners and customers and have developed robust techniques for estimating development timescales against requirements. By the next surveillance visit, I am looking forward to being able to demonstrate our approach to proactive monitoring of risks during any project lifecycle.”
Dr Mike Sanderson, 1Spatial CEO added:
“ Our ISO approach is not based on a paper chase. It is about deploying pertinent information rapidly into all parts of the company. The relationship with our third party accreditation body, LRQA supports this. The audit therefore is a fundamental part of the improvement process. It is not a fault finding activity and this is why I think we have been so successful in maintaining our accreditation over the years.”

1Spatial supports AGI INSPIRE Data Specifications Workshop
Monday January 05th 2009
5th January 2009, Cambridge, UK. 1Spatial is exhibiting at a workshop being organised by the Association for Geographic Information (AGI) in London on 8th January 2009. The event will provide an opportunity for all parties with an interest in INSPIRE* to learn more about the Data Specifications for Annex 1 (Reference Datasets**). These have now been published by the European Commission for comment by registered organisations (such as AGI).
The AGI’s INSPIRE Action Working Group is running the workshop with a view to sharing information and providing updates relating to the INSPIRE data specifications that have now been published to enable Legally Mandated Organisations (LMOs) and Spatial Data Interest Communities (SDICs). 1Spatial is a registered SDIC working on the INSPIRE transformation testing with several European Member States across a number of Thematic Areas, such as cadastral parcels, hydrography and transportation networks. Most of this testing is being carried as a result of 1Spatial’s involvement in ESDIN***, the best practice network for European Spatial Data Infrastructures.
The AGI is also an SDIC – one of at least 40 such organisations from the UK. Most of the UK experts that have participated in the INSPIRE Thematic Working Groups have agreed to contribute to this AGI-sponsored event. Defra and the European Commission are also sending representatives who will set the Data Specifications in UK and EU contexts respectively.
This will be a technical workshop to outline and explain the background of the data specifications. It will cover some of the INSPIRE comitology approach, describe the consultation process and cover the different requirements for the various data specifications. Organisations will benefit from involvement if they read the relevant data specifications for their business domain or thematic area prior to attending the workshop. It is not a forum for any political or strategic discussions on behalf of the UK for INSPIRE related matters.
Robin Waters, Chair of the AGI INSPIRE Action Working Group stated:
“We want GI software vendors – whose products will be needed to help deliver INSPIRE – to take part and make sure that their voice is heard. A number of vendors, such as 1Spatial are already well involved in the INSPIRE consultation process. This is an opportunity for other national and international suppliers to interact with the people that are writing these specifications and to learn more about them.”
Steven Ramage, Business Development Director of 1Spatial, added:
“1Spatial is already very active in INSPIRE and involvement in this workshop furthers our commitment to help move the process forward. As part of the Annex I testing phase, we are already working with a number of industry leading organisations to define a series of sample test rules according to the INSPIRE schema using our Radius Studio product. Once data is loaded (and transformed) into the INSPIRE schema users can then evaluate their data content for conformance using these rules. Since there are 27 Member States that will be assessing ways to make their data conform to INSPIRE specifications across a number of Thematic Working Groups we believe that being able to reuse these rules will prove to be very powerful.”
The INSPIRE data specifications are published on the INSPIRE website managed by the JRC. Comments on the data specifications must be sent back to the INSPIRE team at the European Commission via individual LMO/SDIC contact persons by the end of January.
* The European Union’s INSPIRE Directive came into force on 15th May 2007. INSPIRE stands for Infrastructure for Spatial Information in Europe and can be described as the European Spatial Data Infrastructure programme (ESDI). It creates a legal framework for the establishment and operation of an ESDI for the purpose of formulating, implementing, monitoring and evaluating Community policies at all levels, and providing public information. It lays down the ‘ground rules’ and arrangements which enable spatial data from separate digital databases to be combined seamlessly without undue difficulty, and for such datasets to be widely available and used, not just for viewing but also for comparison and analysis.
** Coordinate Reference & Geog Grid Systems, Geographical Names, Administrative Units, Addresses, Cadastral Parcels, Transport Networks, Hydrography (which includes Hydrology), Protected Sites
*** ESDIN is a 30-month project that runs from September 2008 until March 2011. During the same period the INSPIRE process will produce a series of data specifications for a series of thematic areas, such as cadastral parcels, hydrography and transport networks. ESDIN will enable NMCAs at different levels of national Spatial Data Infrastructure development to share knowledge and information relating to good practice for aggregating and sharing data across borders throughout the Europe. As well as addressing technical issues, ESDIN will also cover business model development including pricing, licencing, intellectual property and digital rights management.
The ESDIN website is now live at:

1Spatial flies the flag in Australia targeting the AU$1.37bn spatial information industry
Thursday August 28th 2008
29th August 2008, Cambridge, UK. 1Spatial, Britain’s leading provider of spatial data management software announces the opening of its first Australasian office, in Melbourne, Australia.
One of 1Spatial’s main growth areas over the past three years has been in Australia, where, according to a study carried out in March 2008 by ACIL Tasman, the spatial information industry is a major contributor to the Australian economy, generating revenue of $1.37 billion in 2006-07.
The Cambridge-based company has been providing spatial data management software to state land departments, government organisations and utilities providers in Australia for the last three years through its partners, Open Spatial and more recently Geomatic Technologies. Over those three years the company has seen growth in revenues from the region of well over 50% per year and expects to maintain that growth rate in the coming three years.
With the spatial data market opening up in Australia, it is hoped that this new regional office will facilitate 1Spatial’s continued growth. The direct presence in Australia will also serve as additional support for 1Spatial’s indirect channel through Open Spatial and Geomatic Technologies.
Earlier this month 1Spatial announced the launch of the first phase of a new web based distributed data maintenance service for one of its most significant new clients, the Department of Sustainability and Environment, Victoria, won in conjunction with Australian partner Geomatic Technologies and eSpatial, a 1Spatial partner based in Ireland.
Another key customer in the region is PSMA Australia Limited, who is responsible for combing spatial data from Australia’s governments to create national spatial information. 1Spatial’s Radius technology is used by PSMA to ensure the accuracy of all the spatial data used across each of the individual states and territories of Australia, and to enable the integration of this data.
Dan Paull, CEO of PSMA, commented, “1Spatial has been a key partner in our quest to re-engineer the processes that deliver the nation’s premium national spatial information datasets.
PSMA Australia purchases 1Spatial’s Radius Studio
Wednesday August 27th 2008

27th August 2008, Cambridge, UK. 1Spatial is delighted to announce that PSMA Australia have purchased their Radius Studio product to provide data quality conformance services.
PSMA Australia Limited combines spatial data from Australia’s governments with leading-edge technology to create national spatial information datasets that include features such as roads, street addresses and cadastral and administrative boundaries. These datasets are then utilised by a network of partners who develop products and services that present the data in meaningful and useful ways for a wide range of industry, government and community uses that deliver economic, environmental and social benefits to the whole of Australia.
PSMA Australia receives data from multiple sources in multiple formats, from across Australia. The data is then integrated to produce datasets that provide seamless and consistent national coverage on a 90-day update cycle. Data quality forms a vital part of this procedure, and 1Spatial’s Radius Studio will provide an automated solution to ensuring a high level of data quality throughout the integration process.
Radius Studio provides automated conformance checking of spatial data against a pre-defined set of business rules certifying the quality of, firstly, the source data, and secondly, the integrated dataset, which will be delivered to the customer. The benefit of this rules-based approach is the assurance of the overall data quality and the automation enables increased efficiency and productivity, which ultimately leads to savings in resources.
In the longer term, Radius Studio will also form part of PSMA Australia’s LYNX infrastructure. LYNX will provide enhanced mechanisms to perform data integration and delivery between PSMA Australia and the various data providers (custodians) and their clients. The system will utilise the latest web technologies and architecture to enable PSMA Australia to:
Provide an enhanced product and service
Obtain a broader market reach
Increase value for the data custodians and their clients
The use of Radius Studio in this process will simplify the existing supply chain and increase the overall efficiency of the system.
Dan Paull, CEO of PSMA said:
“The demands associated with development and maintenance of these datasets is significant and with user awareness comes an increasing demand on quality and update frequency. 1Spatial’s Radius Studio will enable PSMA Australia to streamline business processes and ultimately deliver higher quality data more frequently to our clients.”
Duncan Guthrie, Managing Director of 1Spatial added:
“PSMA Australia has a proven track record as one of the leading organisations involved in spatial data integration and management in Australia. We are very pleased that Radius Studio will form a key part of their future service, delivering high quality spatial data to the Australian market place.”

1Spatial acquires ComSine
Strengthening Sensor Web capabilities
Cambridge, UK, 19th June 2008 – 1Spatial, a leader in spatial data management, today announces the acquisition of ComSine, a privately owned SME specialising in IT consultancy and development for the telecommunications, navigation and geographic information industries, including satellite Earth observation.
ComSine’s leading edge intellectual property in the communications sector will enable 1Spatial to venture into the rapidly developing Sensor Web Enablement (SWE) marketplace. In line with the growing trend for pervasive computing, this burgeoning area of the geospatial data market sees the convergence of the telecommunications and geospatial industries, with a focus on the real-time capture and management of geospatial information into spatial data infrastructures.
One of ComSine’s most significant projects in this area was the recently completed contract with the British National Space Centre (BNSC) for its ICP2 SensorWeb Project, which saw the development of ‘OSCAR’ (OGC-compliant Sensor Control & Access Resource) – a prototype web services SWE software resource to support the easy integration of in-situ environmental sensors with online information systems.
Additionally, the acquisition of ComSine will support 1Spatial’s implementation of the recently won Ordnance Survey project, through the addition of complimentary skills, whilst also adding proven expertise in winning and implementing European funded business.
With offices in Hampshire, UK and Victoria, Australia, ComSine has a portfolio of over 20 clients including the Ordnance Survey, QinetiQ, the European Space Agency, the Galileo Supervisory Authority, Anite Public Sector, the University of Nottingham and LogicaCMG. ComSine’s established Australian base will facilitate the development of 1Spatial’s emerging presence in the region. Many of ComSine’s web services projects adhere to the open geospatial consortium’s web standards and have interoperability at their heart, which is completely consistent with 1Spatial’s philosophy.
Richard Proud, Managing Director and Co-founder of ComSine is joining 1Spatial to head up a new specialist team in geospatial and telecommunications convergence.
The acquisition is expected to increase 1Spatial’s topline annual revenues by about

INSPIRE and other SDI presentations available as free downloads from 1Spatial website
16th May 2008, Cambridge, UK. Following the success of the recent free INSPIRE seminar and metadata workshop, 1Spatial is pleased to announce that the seminar presentations are now freely available to download.
From 29th April to 1st May 2008 1Spatial offered the geospatial community an opportunity to gather and discuss a number of areas pertinent to Spatial Data Infrastructures (SDIs), notably with a European SDI perspective concerning INSPIRE – the Infrastructure for Spatial Information in Europe. The first event was a free INSPIRE seminar and metadata workshop.
A short introduction was made by Steven Ramage, a member of the Association for Geographic Information (AGI) Action Working Group for INSPIRE and Business Development Director at 1Spatial. Steven introduced some of the key areas that are relevant across SDIs as a whole, such as certifying geospatial data as fit for purpose and finding methods to assess, measure and record geospatial data quality, for example through metadata.
The seminar itself, hosted by Robin Waters, Chair of the AGI Action Working Group for INSPIRE, provided a comprehensive introduction to INSPIRE covering the potential business impact of the Directive on stakeholders. Robin managed an open debate from a number of audience members from organisations such as the Centre for Ecology and Hydrology, Defra, the European Commission Joint Research Centre, the Open Geospatial Consortium and the European Environment Agency.
Rob Walker, Independent Consultant and 2008 Chair of AGI, who is also a Member of AGI Action Working Group for INSPIRE, picked up on the data quality themes from the seminar and used them to run an interactive workshop. Delegates were challenged to produce examples of clearly articulated metadata content statements relating to well-known industry datasets. The workshop also highlighted and explained the draft Implementing Rules for Metadata (which have since been approved by the INSPIRE Committee members) and how metadata issues can be addressed by organisations responsible for datasets affected by INSPIRE.
Graham Stickler, Product and Marketing Director for 1Spatial said:
“INSPIRE has naturally become a hot topic in the Geospatial Industry over the last 12 months since the Directive became European Law.

1Spatial participated in the first of three thematic meetings focusing on Information Management Standards and Data Quality for ePSIplus in London.
1Spatial were invited to speak on data quality at the event, with a presentation by Steven Ramage entitled ‘Improving Quality for PSI Re-use’. ePSIplus is a Thematic Network, funded by the eContentplus programme, to support the implementation of the European Directive on Public Sector Information (PSI) Re-use, in the period leading up to its review in 2008.
More than 15 Member State representatives from across Europe attended the event. The main objective of the meeting was to gather information from those organisations involved in the public sector across Europe and determine best practice for PSI re-use.
Steven presented case studies from a number of 1Spatial customers in this sector, including AdV Germany, City of Amsterdam, City of Oslo, IGN Belgium, OSNI and the Environment Agency in England and Wales. He covered a number of general issues related to data quality and focussed on spatial data quality since a large percentage of public sector information is geographic in nature; principles from INSPIRE, the Infrastructure for Spatial Information in Europe, also align well with the PSI Directive. He explained some of the challenges faced when aggregating and harmonising spatial data and pointed out the risk management and supply chain considerations when tackling spatial data quality.
Steven Ramage, Business Development Director at 1Spatial, commented:
“It was an honour to speak at such an international gathering. There were some really useful presentations from my co-presenters, such as Mary Rowlatt from Essex County Council and Serge Brack from the Office for Official Publications of the European Communities. There is a great deal of awareness still required in this area and extensive work to be done in determining fitness for purpose for spatial data sets, as well as other sources of public sector information.”
Brian Green, ePSIplus Analyst responsible for Management, Standards and Data Quality, added:
“We are grateful to 1Spatial for an important and meaty contribution to this lively and valuable meeting.
